Briefly if in siteini header :
* $$encrypted [17/03/2019] * Can be used by everyone [date of encryption]
* $$encrypted w/userkey [16/03/2019] * A userkey is required [date of encryption] (available to donators)
* $$encrypted w/userkey/expiry [18/03/2019] *As above and expiry date=1 year, this siteini will expire 18/03/2020
