tvguide.com srvID errors with ZIP codes during provider generation

After configuring tvguide.com.ini for provider generation, and entering the string below in the settings of WebGrab++.config.xml:

srvID generation

I receive the error message, "no index page data received from srvID generation | unable to update channel, try again later"

This is with v3.1. The ZIP-code string above was working for years prior to the SSL/TLS issues that prompted the new version release. I've followed the steps described in http://www.webgrabplus.com/content/usa-epg-0, and have no problems when downloading EPG information using a string such as
Big Ten Network [National]
.

Does the XML syntax for ZIP-code-based provider generation need to be changed?

tvguide isnts like a normal ini for channel xml creation.
its a multi step process.

first you use the section that u have enabled with the postal code your looking for.
run webgrab
in your webgrab config directory you will find a tvguide.com.channel.xml
open it and you should see all the providers for your selected zip code.

now..
disable that first section(add the * to beginning of all lines)
enable the second section.
use the channel line for the provider you want from the file you created in step 1
run webgrab, now u should have a channel list.

dont forget to disable the channel xml creation section.

BTW there should be a txt file explaining all this...

I've been doing those steps for years, however, due to the error ("no index page data received from srvID generation"), no tvguide.com.channels.xml is generated, and I consequently can't proceed to the next step. This is an error that didn't exist prior to 2020. So something in the string srvID generation appears to be causing the error.

Thanks - getting the same error on two different v3.1 builds.
Does anyone have an example of a WebGrab++.config.xml and tvguide.com.ini that they can confirm *does* currently work with v3.1, as of July 22, for generating providers by ZIP code? For instance, one in which

srvID generation

would generate a tvguide.com.channels.xml with the correct providers?
In other words, an XML rendering of what appears at http://mobilelistings.tvguide.com/Listingsweb/ws/rest/serviceproviders/z... .

Let's use the verbatim text cited in tvguide.com_info.txt, to show that everything is being done according to the official instructions.
The example given in tvguide.com_info.txt - the canonical example - is:

srvID generation

11375, along with any other ZIP code, is throwing the no-index-page-data error. Following all of the instructions under "Generate the providers list" in tvguide.com_info.txt.

Having same issues with pulling down new providers & channels via tvguide, tried checking URL params that WG passes to tvguide.com but no luck. No problems at all with grabbing EPGs once channels are known, just having problems with discovery of providers & channels. Hoping someone can share a confirmed working example of updates in the XML.

TVGuide was really slow for the last hours. Not sure if that had anything to do with having issues grabbing providers and creating a channel list. Although i did try it a about 3 hours ago and was able to create a providers list and get a channels list from a provider of choice.

Thanks, provider/channel generation both appear to be working normally now. Guess I picked a bad day to get WG back up and running.
For future troubleshooting via browser or wget or w3m, etc., it'd be great if someone could provide an example of the channel-creation URL with sample entries in the parameters - for instance, examples of values that could replace |channel| and |urldate| in the URL below from tvguide.com.ini.

http://mobilelistings.tvguide.com/Listingsweb/ws/rest/schedules/|channel|/start/|urldate|/duration/1?ChannelFields=Name,FullName,Number,SourceId&ScheduleFields=&formattype=json&disableChannels=
