Could not create SSL/TLS secure channel

Hi,

I have installed a new srv2016 with the latest WebGrap Plus and site.pack.

I have installed the latest dotnet framework and mono.
Check the registry for TSL 1.2 (all okay)

But I keep getting the message "Could not create SSL/TLS secure channel"

I have a very easy config file (just a new install with some entries).

I have attached the files to a zip.

Hopefully, someone can help me like all the things I found on the forum did not help. I have also tried to change the url in the ini file replace http:\\ by https:\\

Unfortunately no luck :(
